Our surveying and land planning company began over 40 years ago in 1961.  At that time, surveying was performed with equipment that is considered primitive by today's standards. Ray Anders founded the company with a progressive bent, purchasing the best electronic survey equipment available and believing that as industry standards changed, he wanted to always be on the leading edge. The psychology of buying the best equipment, staying on the leading edge of land planning technology, and offering customers the benefits of increased efficiency and accuracy made sense then, and is even more critical now. When Ray semi-retired and the torch was passed to long time employees Dale Cipar and David Ingle in 1993, the business faced extensive changes in surveying technology with the same pragmatic approach to innovation—stay in the lead. 

 Land is a diminishing resource. As the old saying goes, “they aren’t making any more of it”.  Buncombe, Henderson, Madison, Yancey, and Transylvania Counties are receiving thousands of new residents each year looking for the good life available in this recreational and cultural paradise. As residents migrate here, there is an increasing need for intelligent land planning and development to accommodate the growth, and preserve the incredible natural beauty that surrounds us and defines quality of life of our mountain home.

 We have 3 licensed professional surveyors with a combined total of over 90 years of experience in surveying, land planning and development in our mountains.  Utilizing two surveying crews fully equipped with the best field equipment, data collectors, and computers available, we are uniquely qualified to assist customers of any size efficiently and cost effectively, from individuals to large engineering and development companies.

 We use software regarded by successful surveying professionals nationwide as the industry standards, Prosurv by C& C Engineering and AutoCad Map 2001 & ESRI. We utilize Orthophotogrametric Mapping, and provide digital topographic and terrain mapping in order to offer our customers the highest standard of excellence in land-use planning.

M. Dale Cipar
PLS #3036		 A Professional Land Surveyor with over 26 years of experience. He is the President of Cipar, Ingle, Anders and Assoc. and its operations manager. After a tour with the U.S. Air Force, Dale began his surveying career with Ray E. Anders and Assoc. After completing a surveying apprenticeship with the State of N.C. he went on to become licensed as a surveyor. He is member of the NCSS, the Western Chapter of Surveyors and the American Congress of Surveyors and Mappers.
David A. Ingle
PLS #3423 		 A Professional Land Surveyor has over 21 years of experience and is the vice-president of Cipar, Ingle, Anders and Assoc. He attended Berea College, UNC - Asheville, and Asheville-Buncombe Technical College. He began is career in 1981 working on the largest U.S. Forest Service tract in North Carolina, and has been with Cipar, Ingle, Anders and Assoc. since 1985.
Ray E. Anders
PLS #1060 		 His experience dates from 1955, includes a period with the Blue Ridge Parkway, U.S. Dept. of the Interior. Ray served two terms on the North Carolina State Board of Professional Engineers and Land Surveyors. Ray is a member of the National Council of Examiners for Professional Engineers and Surveyors.
